As an internal consultant for a large local government (county govt) I
find that many managers have the mind-set that they are relatively
powerless to do anything that incurs risk. But eventually many do come to
the idea of either "Act or be acted upon" as Covey states in the 7 habits.
The problem is that by the time the manager sees that not acting has
implications as well, the problem is either worse or their future has been
decided for them.
