Right on!

The literature and my experience are rife with examples of front line
workers being ahead of management in many ways. I have worked with front
line workers in business re-engineering and computer system implementation
and have gained a high regard for their consummate knowledge of the
business and how it should be accomplished.

Now you point out that they should develop their own evaluation criteria
and process. If I were a betting person I would bet that the criteria are
more focussed on performance and harder than the supervisor driven
criteria.
