of front line workers being ahead of management in many ways. I have
worked with front line workers in business re-engineering and computer
system implementation and have gained a high regard for their consummate
knowledge of the business and how it should be accomplished.

Now you point out that they should develop their own evaluation criteria
and process. If I were a betting person I would bet that the criteria are
more focussed on performance and harder than the supervisor driven
criteria."

I can verify from pesonal experience that almost invariably the employees
will set higher standards than the manager. And given enough time, they
will reach it as well. It is incredible what can happen.
