That's a good point, Rol, about higher levels and the use of the "rating
scale".

The rating whose sample I typed to the list does NOT exist in the review
intrument called "The Measure of a Manager", our current managerial level
review form. In practice, managers who present reviews to managers use
this most often as a guide rather than filling it out section by section.
Clearly that says something about the instrument in the first place!

Managers like to write narratives which cover the working relationship in
3 typical areas that probably everyone follows: past, present and future
actions.

We're undertaking a revamp at this very time, so these subjects are near
and dear to me. I really think our current form is weak; it's lacking the
necessary total quality direction.
