If so, I'd answer with a qualified "yes".

What I wonder about from the question and its formulation - and am
very interested in, is "Is there an implication of a formal, explicit
and necessary model for "a learning organisation" implied in the
question?"

This arises with the comparison to TQM. The same after all applies.
Can you have TQM in the guerilla way? Not likely if you mean
formally. Can it begin and spread and even take over an organisation
in the guerilla way? Sure, with intention and success.

Can a formal and explicit learning organisation be created in the
guerilla way? I doubt it. But does anybody care?
