Guerilla Learning Org??! LO2139

The concept of guerilla TQM is one where a team or individual
begins TQM activities with no official support and no endorsement.
If successful the process continues and grows until it is 'official'
within the org.

Now, is this possible with a learning organization? Is there
anyway in which a team, or individual, can intiate action
that if successful will lead to the desire for the development
of a learning org?

If so, how?
