What's an ID90?

I'm checking in at the Alaska Airlines counter after a restless night in
the Holiday Inn. I had the agent my ticket, passport, and visa. She stares
at it for awhile.
Agent: "Where's your ID90?"
Me:"What's an ID90?"
Agent: "A little white form that says ID90 on it..."
Me: "I have my passport, my visa, and a customs form that says T-6
on it."
Agent: Staring harder at my passport: "Are you a Russian citizen?"
Me:: Staring at her staring at my US passport: "No, US"
Another Agent: "Are you a US or Canadian citizen?"
Me: "US"
Other Agent: Laughing. "Do you want to be a Russian citizen?"
Me:"Not particularly"
First Agent to Yet Another Agent: "She doesn't have an ID90. Doesn't
she need an ID90?"
Third Agent:"US and Canadian citizens don't need one."
First Agent: "Are you a US citizen?"
Me: "Yes."
She hands me back my US passport, which she has been holding in her hands
the entire time, and tells me Alaska Airlines only allows one carryon bag
on Russian flights. I never found out what an ID90 was.
