Japan controls all possessions normally controlled by it in 1939, plus China east of the 1942 start line, and Japan has conquered the Netherlands East Indies. Any planes that don't have a pilot are placed into the reserve pool.
Special note for Japanese carrier planes: draw 27 carrier planes. You may place a carrier plane on every carrier. The remaining carrier planes go into reserve.
Lastly, an important note: Japan was an active power last turn (MA '42), and as such it may set up any naval units at sea as if they had moved from the closest major power, and then drop them 1 sea box for having stayed at sea. Needless to say, this is how Japan's CVs will be in position to strike Honolulu.
