War situation

The Commonwealth controls all possessions normally controlled by it in 1939, plus Crete and Lemnos (formerly of Greece), and the CW has conquered Iraq. All units below are British unless otherwise specified. Planes without a pilot must go into reserve. Note that 8 of the CW convoy points are escapees from Greece's merchant marine (thus "free" to the CW). Any planes that don't have a pilot are placed into the reserve pool.

Special note for CW carrier planes: draw 18 carrier planes. You may place any 10 on any carrier, anywhere (note: 2 CVs won't have a carrier plane). The remaining 8 carrier planes go into reserve.

As usual, only convoy points may be set up at sea for a neutral major power.

Note that the BB Valiant, and CAs Cumberland and Berwick are now Turkish units for all purposes, available upon Turkish setup.
