I've recently completed a book entitled: "Collaborative Technologies and
Organizational Learning" Idea Group Publishing, Hershey, PA (1-800
345-4332). It includes a discussion of the theoretical bases underlying
organizational learning as well as practice perscriptions. The book is
based on a case study at the National Defense University ( a public
organization). The book seems to "fit" nicely with what you describe
below.
