I have heard the statement that consultants are brought in to corraborate
what the upper management wants to do but would rather not take the heat
for doing. They elevate the "expertise" of the consultant in order to
give them the power to execute the desired change. In most of the opera
houses in America, the singers are the outside consultants and the fame of
their expertise is what brings in the local audiences.
