in response to my early observation :

Now, looking it at another way to

That is : WE CAN'T SWALLOW THE WHOLE CAKE AT ONE TIME.
LET'S CHEW A BIT AT A TIME.
But .... Chewing a bit at a time, as time passes, the
rest of the cake may go sour and rotten.

The question I had phrased early "LO principles to be applied in PART? or
WHOLE?" is actually a dead trap, which occurs frequently in daily life. It
is NOT a matter of "this" or "that" but the "relationship" in between.

Hence when improving in "parts" the inter-dependency and relationship with
the "whole" must be established (and measured) while improvement is in
progress in "parts"
