I recently attended a pre-launch meeting of the Scottish Campaign for
Learning. As I sat there, I wondered how the principles of a learning
organisation translate into a national context.

What lessons can such bodies, tasked with transforming a national culture,
learn from the development of learning organisations?

Any thoughts.
