I agree with Scott. We do have a difficult time dealing with complexity.

A book which has begun to be helpful to me in understanding this is
Dietrich Dorner's The Logic of Failure: Why Things Go Wrong and What We
Can Do To Make Them Right (Henry Holt:1996).

Dorner is a using computer simulations to learn how humans deal with
extremely complex problems. And he provides some direction for how to do
better planning.
