I like what John Farago said about inquisitiveness, etc in a culture. To
be powerful in this area of information flows, an organisation also needs
to develop a culture of "being responsible for seeking information".

I suggest an organisation should work at making the sources, pathways,
existence, searching possibilities accessible and not "push" information.

I'm speaking here of "the organisation". (John) Individuals should "push
information" as they see fit and be enabled to do so. Those that push too
much or too hard will be silenced. There might usefully be some
mechanisms that work toward that silencing to keep the "space for
information" relatively noise free.
