Internet Governance LO11305

Jamie Murphy makes some interesting comments (in LO11282) about how the
groups that have guided the development of the internet appear to make use
of many LO principles.

My question to Jamie, and other familar with internet governance, is how
deliberate or intentional was the inclusion of LO practice in the work of
these groups?

Did anyone involved in the development of the internet say anything like:
for us to do what we need to do we need to become a LO? Or: let's create
a computer network that mirrors the principles of organization learning?

Or, is this something that "just happened"?
