The U.S. Department of Education, as part of its effort to reform the
performance appraisal process, is tying it in to individual employee
development. Our belief is that appraisal, linked to a Pass-Fail
system, can have an extremely positive benefit if it is linked to
continuous improvement of individual employee performance. We are
also using computer software on our network so that people can be
evaluated anonymously by customers, co-workers, and subordinates whose
evaluations provide meaningful input into the supervisor's feedback
with the employee.

As such, we are interested in finding out if anyone is aware of
software that we could use to automate the Individual Development
(Improvement) Plans. Automation would have several benefits: allowing
each employee to have a paperless record of his/her short- and
long-range training needs; and giving our Training and Development
office a solid idea of where the Department's internal training
priorities should be directed.
