I cannot answer your Q2 at the moment, although I think there are case
studies around. As to Q1, at this end of the world there is an instrument
available: the Learning Company Questionnaire, designed and tested by The
Learning Company Project (alias Tom Boydell, John Burgoyne, Mike Pedler et
al.). It is based on their 11 Learning Company Characteristics (as discussed
thoroughly in their various publications - tell me if you need the
references). I have been using it for the project I'm working on and find it
useful if a bit 'jargony'.

Since the LCP have extensively tested this instrument, they might also be
able to point you towards case studies of LOs.
