"Robert Bacal" <dbt359@freenet.mb.ca> expresses concerns about the
bad systems view:

>Focusing only on the system has its own problems. Let us not forget that
>individual PEOPLE do the work...the system doesn't do the work, but acts
>to structure, coordinate, etc. The system isn't accountable, people are
>accountable. I think a focus on one or the other is a fast track to a
>mess.

I know I am taking this to extreme but I have never personally
encountered any bad people in working in 30 different pursuits ranging
from Metz in France to Holberg near the northern tip of Vancouver Island.
I have met people who are in the wrong job (the career placement system)
and I have discovered people who were seriously misdirected in their
efforts (the job objectives and communications systems) and I have met
some poorly motivated managers (the management and rewards system).

In cases where the opportunity was present to make the appropriate
corrections, the people flourished in the new "system". Sometimes this
involved a termination from their current position and company and new
placement in a better suited career. Other times it was merely an
exercise in communications. Maybe I have been lucky but I am talking
about thousands of people in the workplace, including university staff,
the military, national research organizations, government, process
industries, financial services, high tech companies...

Have I just been lucky? ...Keith
