As I read this you are not wanting to react to a specific problem. Rather
you have a desire to start something. I would say start and let it build.
How about creating a place where it happens. Special notice board/ vision
board/ mail list if necessary but older methods have value sometimes -
then have a party and talk about it. When we want a different conversation
a different place to hold it helps. Get some connection going and the
energy emerges.
It does not occur to me as one of those - hire a facilitator with a
particular recipe and have an away day type cases. As I recall the
fieldbook has some stories of people doing something similar.
