My suggestion for getting people involved is make it visible and
participation accessible. Via some Notes based system if that is
available to most. Via physical bulletin boards and post-it notes (or
some variant) if not.
The other key is some very good facilitative editing and a few rules of
participation of the kind that keep any good marketplace viable.
