I am not sure that we can seperate all of this:

* firstly I think we need to think of the whole system of outcomes
we desire not just focus on one - that way we take account of the
soft and hard outcomes

* secondly I think the outcomes need to be developed through
processes which allow for participation so that the desired
outcomes of many of the stakeholders are understood and we move
forward with balance

* thirdly we can distill from outcomes a purpose which can be more
of a design driver for the process

* fourthly I think there is another dynamic which we might need to
bear in mind as well as outcomes and process and that is something
I think is best expressed as principles this keeps the realtionship
between ends and means in balance

* lastly - watch out for those unintended outcomes......

I think we run into problems when we focus solely on outcomes,
process or principles...
