If you explain exactly what you want as a desired outcome, you can empower
people to execute on their own as in adopting their own apprach to getting
the outcome. However, you are not necessarily helping them to decide what
outcomes to pursue.
If you force them to struggle to determine what outcome you wanted, you
will help them evaluate many different outcomes before happening to hit
yours.
The first helps them to learn how, the second helps them learn what to
pursue whether they agree with your choice or not. Does that help?
