Note that at least some of the 14% of 18-24 year olds who have neither a
high school diploma nor an equivalency certificate are still in high
school or are preparing for an equivalency examination, and thus should
not be counted in the dropout statistics (unless the report is really
talking about "18-24 year olds who are *not currently attending high
school*."
