For those willing to think of entire cultures or civilizations as learning
organizations, Carroll Quigley's THE EVOLUTION OF CIVILIZATIONS may prove
stimulating reading. For me, his discussions of the implications of
capital investment decisions, and of the process of institutionalization
(means gradually becoming ends and gradually "freezing up" the entity and
making it incapable of adapting to change) were fascinating.
