Reference LO4405 and LO4386 (Joe Hays, Rol Fessendon, Bernie DeKoven).

I was delighted to read Rol's contribution on the process of empowerment,
and his delineation of stages of professional growth.

I was a little taken aback by the description of the first stage, but
understand that, initially, individuals do need direction and guidance,
and, perhaps, always some when confronting something entirely new.

I agree with Rol's last stage, which deals with ownership, initiative, and
personal responsibility, and relies so heavily on one's feelings of and
actual competence relative to the challenge.

Rol says he has witnessed this last stage numerous times. He is
fortunate. I wonder if it's because he expects the behavior?--or has
helped create an environment wherein it is possible? What do we see when
expectations are low that others will recognize problems and seize
opportunities, and act on them? And, worse, what happens when we fear the
consequences of their action?
