You may be interested in taking a look at David Langford's Competency
Matrix approach. He started his work as a teacher in Sitka, Alaska but
his approach is now being used in some businesses/organizations. The
approach includes the identification both of the competencies required, as
well as the level of knowledge needed for each compentency. His approach
also provides a mechanism for pointing to sources/resources that allow the
learner (i.e. the person who should be achieving competency) to play the
key role in taking responsiblity for their own learning.
