In our case study work on enterprises in NZ that seem to have a genuinely
learning culture, we are finding that by both self-assessment and
observation senior managers are spending about 60% of their time teaching.
On one insurance industry site which we have not yet observed for
ourselves, the CEO told us that he hadn't been in a formal meeting for two
months, but spent at least 15 hours a week facilitating training sessions
of groups, and another 10 or so working with individuals on their personal
development needs.
However in site studies in manufacturing operations it becomes apparent
that it is very difficult to assign time to discrete tasks in a learning
organisation. When a self-directed work team is dealing with an
operational problem there are at least three things going on at once - and
managers tend to get told to butt out with the advice that the team will
send for them if and when they need them!
