About the difference between the army and the civilian world in postings

frame :
- it just waits for the next war. It has nothing else to do but prepare,
plan, imagine scenarios, experiment and learn.
- the next war might be ten or twenty years from now but the budget is
discussed every year. It has to conciliate the long and very short time.
Business companies have very different time frames.
If I dare rush to a conclusion : the learning (planing=8A) capacity of an
organization is in some way linked to its time frame.
