Lack of evolution can also be a reinforcing process. I see that no
evolution, under certain circumstances, can create some tension which
could become creative tension. Senge talks about this creative tension.
It could also be compared to Schein's "anxiety 2" ("the fear, shame, or
guilt associated with `not' learning anything new"). The way I see
evolution is that in very stable environements (interpreted as unchanging
external conditions), there is not need to evolve. When the environment
is changing (meaning that individuals, organizations are evolving), no
evolution in an individual or organization should create tension which in
turn leads this individual or organization to learn new things. Un
example of a unstable environment affecting other environment is the
influence of the Western countries (through modern communnications, etc.)
on the East, which probably perceived the need to evolve. On the other
hand, the Amazonian Natives, who are mostly untouched by "civilization"
(with the exceptions of some intruders in some areas), do not feel a great
need to evolve or change. Their environment is generally peaceful and
quiet!
