Hello, my name is Randy Ewen with the Personnel Administration Office of
the Alberta (Canada) Provincial Government. I am one of a group of
consultants working for a central agency that are often involved in
developing policy and guidelines for use by all government departments.

We are in the process of developing a government position paper on "best
learning practices". In order to make recommmendations for the government
of Alberta in this area, we would like to know what other organizations
(both private and public sector) are doing. One specific piece of
information we need to finalize our position paper is :

1) Do you allocate and "protect" funds for development of staff (both core and
contingent) in your organization ?

2) What percentage of total annual budget is commited to staff development
initiatives ?

3) Your organization name, and country.
