I, too, am delighted that this topic has arisen. I, for one, don't
know the answer, but I'm attempting it anyway. We've had success with
union-management collaborative partnerships at the lowest working
levels in my agency (FAA), and some success at the middle levels. Not
good access yet at the very top, but some lip service up there. I have
in my region one facility with very advanced ways of thinking and
people willing to take risks, and people just above in their hierarchy
who don't wince too often, so that's where I'm making an entry into a
self-learning team/facility. They're tackling huge "world peace" type
issues such as serious systems alignment and redesign. I have no idea
how far we'll get before the system starts convulsing.

As for me, I've been lurking here for a couple of weeks. My access to
this list can be sporadic because of a heavy travel schedule, but I'd
sure like in on this conversation. I'm an industrial/organizational
psychologist working currently as an organization development
specialist for the Federal Aviation Administration in the Northwest
Mountain Region. My single client system is the collaborative
partnership between National Air Traffic Controllers Association and
the FAA Management in the Air Traffic Division. Exciting stuff!

My question is whether it is in fact possible for a learning team to operate
effectively inside a non-learning organisation.

If the answer is yes, how can it be brought about?

This, in my mind, naturally takes us on to the question: Can the learning
organisation attitude to life be introduced into an organisation bottom-up
rather than top-down?
