Peter Scholtes talks about the "Onion Patch Strategy" in his Team
Handbook. I would suggest starting on a small project that has high
visibility, will have great visible results, and that will require team
participation from some key people (but don't make the team too big).

I agree that
top management has seemingly left you out on the desert
island with no raft. But, maybe there's another way of looking at it:
they're giving you the chance to show that an L-O can work in your
organization.

A well-planned demonstration can win the majority of skeptics (there's a
book called Curing Health Care that shows how this exact approach helped
win great support by many). Good luck.
