11.10 Rail movement

Factories

You can't rail move any factories until either there is an enemy land unit in a hex of that home country (not Siberia for the USSR), or one or more of your home country factories has been damaged by strategic bombing.

Background/Purpose: the USSR did wholesale movement of factories out of the reach of the German army, but no other power did this to a significant degree. Without this historical tether, a foresighted German player could move his Rhineland factories out of harm's reach long before an Allied strategic bombing campaign began. Since no one could have envisioned what a strategic campaign was really going to be like at the time (civilian casualties were indeed feared, but destruction of an economy less so), no one would have moved factories until the campaign began to get serious.
