War situation

The USA controls all of the United States and its usual overseas possessions, and has aligned the Netherlands. Any planes that don't have a pilot are placed into the reserve pool.

Special note for USA carrier planes: draw 19 carrier planes. You may place 1 on every carrier except the Langley. The remaining 12 carrier planes go into reserve.

As usual, only convoy points may be set up at sea for a neutral major power.
