War situation
France controls all possessions normally controlled by it in 1939, plus Greenland. Note that 8 of the French convoy points are escapees from the merchant marines of Denmark (6), Poland (1), and Yugoslavia (1), thus "free" to France. Any planes that don't have a pilot are placed into the reserve pool.
Special note for French carrier planes: draw 5 carrier planes. You may place any 4 on any carrier. The remaining carrier plane must go into reserve.
As usual, only convoy points may be set up at sea for a neutral major power.
