The first meeting of the Big Bend National Park and Rio Grande Wild & Scenic River
Management Plan Renewal Planning Committee will be August 16, 2000 at 9:00am at Park
Headquarters in Panther Junction.
This meeting, and all subsequent meetings, will be open to the public. They will
be working meetings, but anyone may attend.
Rio Grande Partnership Team, Proposed Agenda
(Jim Hatcher will attend this meeting representing recreational paddlers.)
Meeting Goal: Establish working relationshop among Rio Grande Partnership
Team members so that we can cooperatively develop an implementable wild and scenic river
management plan.
- Welcome & Introduction (30 minutes)
Desired Outcome: An understanding and respect of divessse points of view and
aacceptance of team member expectations so that we can begin to develop working
relationships.
- Individual introdutcions(who your are, who you aare representing, and mention a favorite
tite or memorable experience on the river)

- Start Up (30 minutes)
Desired Outcome: Establish comfort level among participants so that our meeting
will be productive.
- Review, discuss and agree on Desired Outcomes for meetings
- Review, discuss and agree on Agenda topics, times and schedule
- Establish Partnership Team ground rules for efficiency
- Wild & Scenic River Management Issues (60 minutes)
Desired Outcome: Organize public and park scoping issues into initial
prioritazation
- Review & clarify issue lists
- Establish group priority interests
- Rio Grande Wild & Scenic River Designation History (30 minutes)
Desired Outcome: An understanding of the historical record relating to WSR
designation and planning efforts so that all team membrs are aware of the complexity of
this project.
- Review Wild & Scenic River Study
- Discuss WSR Purpose and Significance
- Discuss "outstandingly remakaable values" for which Rio Grande was designated.
- Review River Mangement Plan attempt
- What's in a River Management Plan (45 minutes)
Desired Outcome: An understanding of what's required in a river mangagement plan so
that we can begin thinking about our responsibility.

- Boundaries (30 minutes)
Desired Outcome: An understanding of Wild & Scenic River boundary
requirements so that we can correctly address public concern.
- Review public concerns related to boundary and private lands.
- Review & discuss technical paper "Establishment of Wild & Scenic
Boundaries" and questions & answers related to Boundary Identification &
Determination and effecs of WSR Designation on Private Lands.
- What lands are important to successful river management?
- Rio Grande Work Plan
Desired Outcome: Agreement on elements and "rough" time-line for
Mangagement Plan.
- Discussion of necessary planning steps
- Establish time line for each step
- Communications, Outreach & Public Involvement
Desired Outcome: Create a list of public involvement strategies that team members
can pursue.
- Why do we need and what is the purpose of outreach and public involvement?
- What ae effective and innovative techniques we can use to keep citizens, property
owners, and government agencies informed?
- How do we effectively share information as a planning tool?
- Assumptions
Desired Outcome: A draaft list of planning assumptions. Assumptions are considered
to be "givens" which will hold regardless of how the wild and scenic corridor is
managed in the future.
