It is possible that advanced TQM efforts may introduce an organization to
the "higher law," but I think that is beyond ISO 9000. And besides I
really dislike the title "Total Quality Management." It suggests that it
is all encompassing and requires a lot of management.
The words "Learning Organization," on the other hand have no explicit
endorsement of any type of management. In fact, the words suggests that
everyone is part of the effort. This may be nothing more than a play on
words, but I think it is an important one.
