Dear Arthur, I think many have given you useful ideas for approaching the
culture change effort. I would add these thoughts:

- culture doesn't stand alone anymore than processes or technology or
structure stand alone within an organization. What else will have to
change within the organization to support the preferred future for
culture? Are folks ready and willing to take on the implications/required
supports of this change?

- Another good reference for you would be E. Schein's book,
'Organizational Culture and Leadership'. He speaks of ways to uncover
levels of culture through an investigation of artifacts (visible
organizational structures and proceses), espoused values (strategies,
goals, philosophies) and basic underlying assumptions (unconscious
beliefs, perceptions, thoughts, a lot like a mental model ). He describes
simple and clear processes for doing this work within an organization.
