In response to tthe message concerning performance measurement I may be
able to add a new element to your search. I work in Education and
Learning for Rank Xerox in England, and we are currently using a method
developed in house that is now being offered to the outside world. We are
currently assessing competency with a software tool called Xerox
Competency Development Tool. We use as a development tool for employees,
but we also use it to assess competency levels before and after training.
The tool is incredibly flexible and can be used to assess competency on an
organisational, group, or individual level. It is an objective method of
finding competence levels, while offering a subjective input at the end of
the process. Profiles are developed with main players to particular
roles, so they are very specific to the role or roles being defined. I
don't know what is out there besides the Xerox tool, but it might be worth
checking.... We are currently using it to revamp our training program and
to identify critical areas of training and eliminate non-critical aspects
of the program. So far, very successful!
