However, it is often the case that legislation is crafted to accomplish
very little but touted as making great ("revolutionary") changes. In this
way, legislators make it appear that they are doing much when actually
they are following their presumably wiser instincts and doing very little
-- a sort of legislative application of the Hippocratic oath.
