I would like to see the "proof" of this. Most claims of consistency
are founded in sales hype for a particular method and not on any
credible measurements of outcomes. Rol and I were discussing this
variability based on the immediate function head being connected
enough to know (him and I respectively). External objective measures
are usually not available so you get the POB feedback (POB is the
"pit-of-belly" reaction from the guy who spent the money).

Joan continues:

The conversation that Rol and I were having was about how "enforcement"
is not practical in our worlds (your world may be different) and that
"enforcement" is the antithesis of empowerment and learning....
