I asked Dr. Senge this question during a recent satellite downlink:
How would you go about developing a learning organization with an
organizaiton that does not have a clearly, articulated vision of where it
wants to go (for example - County Gov't).
His reply Debbie, focused on these points:
Gov't is not a separate organization.
Power is delegated to the people.
Work with constituents to create a learning community.
There is no need to have boundaries at the end of the formal organization.
Work with the Chamber of Commerce, the local mfg. assoc
Since then, I have traded faxes with Carole Schwinn, who has done some
amazing work with the Jackson (Michigan) Area Quality Initiative. Carole
and her husband have been able to acheive some remarkable results.
