Malcolm Knowles in his book on the Adult Learner a Neglected Species, 1990,
Gulf Publishing has a comprehensive self-diagnostic rating scale:
Competencies for the Role of Adult Educator/Trainer and this includes
Facilitator as the first of three essential competencies. Also Patricia
McLagan through ASTD has publised a Competency Diagnostic and Planning
Guide. These are called MODELS FOR HRD PRACTICE, THE PRACTITIONER'S GUIDE,
by ASTD. They are organised into eleven clusters and facilitation is one
of them. In Australia there are national competencies published by the
Australian Public Service Commission on 'trainer competencies' which
includes the role of facilitator. This document is called HRD Practitioner
Competencies for the Aust. Public Service. These three documents should
give you plenty to use to assess facilitator expertise.

Also last year Ron Lavoie from the Training and Development Network had a
discussion on identifying the 5 qualitites of a top notch facilitator. I
have the summary if you are interested.
