All of us blind people are describing the part of the elephant we are
touching. What you are describing may be true in many organizations, but
not in mine. Managers work on the tool set, professionals work on systems.

So I guess we are both right in some contexts.

Of course, the key to this is ensuring that everyone, from manager on
throughout the organization has the requisite skills and tools. Training
is a core to making this work, and our training is frequent, short, very
pointed, and gets very positive feedback. Developmental feedback is also
critical. A task frequently shirked by management. Also sometimes
disliked by recipients. Nevertheless, key to creating the right tools.
