It is probably no surprise to people here that I agree with Robert in his
assessment of responsibility for flawed systems. What he is describing is
the essence of systemic thinking. Understand the components, and attempt
to understand the linkages.

He says, "Focusing on the system can encourage staff to use that as an
out, and abdicate their own responsibility, and the same can be said to
focusing on management causation. Likewise management focus on employee
causation of problems leaves THEM an out."

The only place that processing can occur, and therefore change can be
understood, is with the people, whether they are in management or not.
Neither management nor anyone else has any particular priority to say it
is someone else's problem.
