Ben and others
I have watched and read this thread with interest having spent years of my
life trying to manage research and technical services as a process. When
Ben you say:

we're measuring the right things. And I think the measurements are causing
their own problems, as they reflect, more or less, an outdated model that
has no application to the information/knowledge era."
I would ask:
What unwritten rules do people actually play to? What counts in this
organisation? I have seen TS organisations that made a manufacturing model
work and others that did not. I submit that the answer lies in the minds
of the people involved. The 'liveware' not the 'software'
