Here are a couple of references for implementing the Deming
philosophy in education:

Continuing Higher Education Review
Vol. 59, No. 3 (Fall 1995)
"Revitalizing a Continuing Education Department through
Self-Managed Work Teams"

Quality Progress
October 1995
"TQM in the College Classroom"

Association for Supervision and Curriculum Development
Vol. 35, No. 2 (Feb. 1993)
"Creating Total Quality Schools"

AACC Journal
Feb/Mar 1993
"Involving Faculty in TQM"

And, the Journal for Quality and Participating (Jan/Feb 1993) devoted the
entire issue to Total Quality in education. St Lucie press also has a
text entitled "Total Quality in Higher Education" which has a number of
case studies and practical applications for implementing quality in the
educataion arena. You might also look at the pilot project for the
Baldrige award in education.

Happy reading and good luck,

Pete

Education is a training in the middle way
between the dogmatic belief in absolutes
and the cynical negation of all belief.
