I like the souind of 'islands of autonomy' if you are really a small group
it might even be 'alcoves of anarchism.'

I think that any manager can build an LO within his/her own scope. The
danger is that either;

The performance improvement will be noticed and the manager
becomes a hero,

or

The performance improvement will be noticed and peers will be
threatened with the reactioin of an attempt to discredit the
improvement. This could be political murder.

What is the overriding culture of the organization?
