The reason many budgets take a across the board cut of say 20% is because,
IMHO, it is easier and "fairer" to apply than to take responsibility to
look at each program or service and make sensical reductions. And as we
have seen, cuts can cripple an agency's ability to provide service. It is
like going on a quick weight loss program and cutting off one of your
legs, hobbling around and saying to everyone, "See all the weight I've
lost!" Perhaps most upper management doesn't trust the lower level
managers to make the call as to how they can become more efficient. And
in local government, at least this one, the idea of investing in resources
and people so they can become more effective and efficient is a foreign
one.
